A key European policy initiative that has been in development for several years is the Marine Strategy Framework Directive (MSFD). This was formally adopted by the European Union in July 2008.
The Directive establishes a framework within which Member States will take measures to maintain or achieve ‘good environmental status’ (GES) in the marine environment by 2020.
Marine strategies will be implemented that protect and preserve the marine environment, prevent its deterioration, or where practicable, restore marine ecosystems, and prevent and reduce inputs that have a significant impact.
There is a clear link between implementation of the Directive and of the UK Marine and Coastal Access Bill and other measures. It recognises the importance of Marine Protected Areas and the contribution that they can make. The objectives of the Directive should be taken account of by the Common Fisheries Policy.
The Directive will need to be transposed into domestic law by 2010; with guidance on defining GES by 2010; and an assessment of UK waters by 2012.
The Marine Strategy Framework Directive is significant in its scale, ambition and relevance to Natural England’s remit. Natural England will continue to work with JNCC, government and partners to inform the process and ensure effective links are made between the Directive and our objectives for the natural environment based on our advice and delivery experience.
