Heritage Management Plans are a useful management tool for complex properties, setting out agreed detailed steps by which owners will meet their undertakings.
Simple sites may only need a schedule of works. However, most designated properties are complex, with a range of features and conflicting management requirements. In these cases Natural England advises that owners prepare a Heritage Management Plan and has produced the following guidance:

Natural England will work with owners and partner advisory agencies to agree the scope of the plan and comment on drafts. We may be able to offer grants towards the costs of plan preparation.
