The goal of halting the loss of biodiversity by 2010 is the subject of several key international agreements. Each recognises the rapid degradation of ecosystems and habitats, the increasing threat to many species populations and the urgent need to take action that will halt the decline in irreplaceable natural resources.
In 2001 the European Union (EU) agreed at the Gothenburg Summit 'to halt the decline of biodiversity by 2010 and to restore habitats and natural systems'.
In 2002, world leaders meeting at the Earth Summit in Johannesburg made a commitment 'to achieve by 2010 a significant reduction of the current rate of biodiversity loss at the global, regional and national level as a contribution to poverty alleviation and to the benefit of all life on Earth.'
This target was subsequently endorsed by the World Summit on Sustainable Development and the United Nations General Assembly and was incorporated as a new target under the Millennium Development Goals.
An EU Commission communication in 2006, 'Halting the loss of biodiversity by 2010 - and beyond
', describes the progress made so far based on both the EU biodiversity strategy and member states’ action plans. It also sets new priorities and targets for the future.
Despite its importance, the current rapid decline in biodiversity in Europe and worldwide and the ever-increasing intensity of many human activities means that meeting the objective to halt the loss of biodiversity by 2010 will require unprecedented efforts in adapting our activities to the needs of natural systems.
Countdown 2010 is a worldwide network of active partners working together towards the 2010 biodiversity target. Each partner commits to make additional effort to tackle the causes of biodiversity loss. The secretariat, hosted by IUCN
, facilitates and encourages action, promotes the importance of the 2010 biodiversity target and assesses progress towards 2010. An Assembly of all partners meets annually to review the overall direction of Countdown 2010. In its implementation, Countdown 2010 is guided by a core Advisory Board.
